The NCPRI welcomes the clarification by the Ministry of Personnel, Public Grievances & Pensions on 23 December 2011 that the ‘designated authority’ will not function and operate at the state level, but was always intended to function at the district level with regards to ‘The Right of Citizens for Time Bound Delivery of Goods and Services and Redressal of their Grievances Bill, 2011’. We also appreciate the clarification that under the Act, the designated authority will be given powers to redress grievances at the block level.
The NCPRI believes that this will go a long way in ensuring that this Grievance Redress legislation will put in place a decentralised system and the bulk of grievances will be redressed at the District or Sub-District levels.
